Project experience — utility-scale energy
Environmental, health and safety work on utility-scale energy projects in California, Washington, Colorado and New Mexico — battery energy storage and solar generation, on the construction and commissioning side rather than from an office reviewing them afterward.
Fire service and federal background
Twenty-five years in the fire service, serving as a Fire Battalion Chief in federal fire, having advanced from Fire Prevention Captain. Command qualifications were carried under the National Wildfire Coordinating Group system, which is federal and portable by design — Incident Commander Type 3, Division/Group Supervisor, Task Force and Strike Team Leader, Crew Boss and Engine Boss — alongside the Federal Emergency Management Agency courses in the National Incident Management System and the National Response Plan. Federal law enforcement training was completed at the Federal Law Enforcement Training Centers. State fire training credentials were issued through the California State Fire Marshal system.

Frequently asked questions
Why do two of the registration numbers match?
Because the number identifies the registrant, not the certificate. Registrations conferred after a certain point all carry the same registrant number, so the RIH and EPP entries match. The REP certificate, conferred in 2021, carries the number that was in force at that time. Nothing has been transposed or mistyped.
Can I verify these credentials myself?
Some of them, directly. The LVN license is checkable through the Department of Consumer Affairs BreEZe system. The BLS and ACLS cards carry scannable verification codes. For the REP, RIH and EPP registrations, and for the stormwater certificate, copies of the certificates are provided on request — call (626) 546-9384 and ask.
Do you need to be a licensed professional to represent an employer in a Cal/OSHA appeal?
No. California’s own procedural rule, 8 CCR §378(a), provides that a party may appear in person or through a representative who is not required to be an attorney at law. The representative files a written notice of representation with the Appeals Board’s Sacramento office and serves the other parties. The equivalent federal rule is 29 CFR 2200.22. The rule differs by state, and the differences are set out on the appeal deadlines by state page.
Who actually performs the work?
Michael Karl McNeil performs the site work, the sampling, the program writing, the citation defense and the expert analysis personally. Zennin Sedacey-McNeil, LVN carries the occupational health and medical surveillance side. There is no junior technician, no franchise affiliate and no contract inspector hired for the day, in California or in any of the other twelve states served.
