McNeil Safety Consulting is an industrial hygiene consultant based in San Gabriel, in Los Angeles County. Exposure assessments, air and noise sampling, indoor air quality investigations and the written programs that go with them are performed personally by Michael Karl McNeil, REP, RIH, EPP, QSD, for employers, property owners and attorneys across Los Angeles County and the surrounding counties. The work is never subcontracted, so the person who samples your site is the person who writes and stands behind the report.
Industrial Hygiene Services in Los Angeles County
Air contaminant exposure assessment
Personal and area sampling for dusts, metals, solvents, gases and other airborne contaminants, compared against the permissible exposure limits, ceilings and short-term limits in 8 CCR §5155. Results come with a plain statement of whether each employee group is over, near or well under the limit, and what control will bring it down.
Noise surveys and dosimetry
Sound level surveys and full-shift personal dosimetry under the Cal/OSHA occupational noise standard, 8 CCR §§5095–5100, to establish who belongs in the hearing conservation program and where engineering controls will pay for themselves.
Indoor air quality investigations
Complaint-driven IAQ investigations in offices, schools, clinics and commercial buildings: ventilation and outdoor air checked against 8 CCR §5142, carbon dioxide, temperature, humidity, particulates and moisture sources, with findings written for the building owner and the occupants.
Heat illness assessment, indoor and outdoor
Los Angeles County warehouses, kitchens, manufacturing floors and production stages regularly reach the 82°F trigger in the indoor heat standard, 8 CCR §3396. We measure the heat, write the indoor and outdoor heat illness prevention plans under §§3395 and 3396, and set the control measures.
Wildfire smoke and post-fire indoor environments
Wildfire smoke programs under 8 CCR §5141.1, and indoor environmental assessments of homes and workplaces affected by smoke and ash after Southern California fires.
Written programs built on the data
Respiratory protection under 8 CCR §5144, hazard communication under §5194, and the Injury and Illness Prevention Program under §3203, written from the sampling results rather than from a template. See safety plan writing.

Questions
Do I need an industrial hygienist or a safety consultant?
An industrial hygienist measures and controls health hazards: air contaminants, noise, heat, ventilation and similar exposures. A safety consultant addresses injury hazards and programs. McNeil Safety Consulting does both, so one engagement can cover the sampling and the written programs that follow from it.
How soon can you sample a site in Los Angeles County?
The office is in San Gabriel, so most Los Angeles County sites can be scheduled quickly, and urgent work after a complaint, an inspection or an incident is prioritized. Call (626) 546-9384 to set a date.
What will the report tell us?
For each employee group or location sampled: what was measured, how it compares to the Cal/OSHA limit, whether the result is reliable, and what control or program change is needed. Each finding cites the governing Title 8 section.
Can the results be used in a Cal/OSHA appeal or in litigation?
Yes. Sampling is planned and documented so it can be relied on before the Appeals Board or in court, and the consultant who took the samples is available to explain them.
